Description: I generated the landscape and made the sky overcast. I rendered at 1280*960. Then I added rain by painting black dots and motion blurring them. I repeated that three times with each time smaller dots to make it seem like there was depth.

Then I added the man walking in the rain. After that I drew the lightning, and added a glow to it. I added that to the picture and gave it some more glowing. Then I darkened the picture everywhere except where the lightning was, to make it seem as if there was light coming from it.
