I used a file named "DeepSnow3_0001.tgd" for the snow itself, but can't remember who made it, so credits go to the maker, whoever he or she is.
The sparkles are veeeeeery small fake stones with a glass shader with a very high highlight intensity masked by a distance shader and a PF. The snow has to be a little bit darker to make the sparkles visible. I didn't use a GI cache, so there is a little bit of flickering :(, I know...
It almost looks like your at ground level, but I see the cloud paralax, so you must be up higher. Cool effect. I would tighten up the flecks of snow and the sparkles, making them smaller (more minute ice crystals). And with a sun that bright on snow, wouldn't there be a big glare on the snow farther back? That scene is crazy how real it looks, it just needs your snow-mobilers crossing from that commercial you did way back.
It's working nicely, and especially in an animation you see the sparkles sparkle. I use those tiny fake stones too as a mask for a reflective shader (no glass shader needed), and with a distance shader so the horizon isn't sparkling as well. Very controlable.

Unfortunately the starbust can't be disabled only for the sun (as far as I know!!!), so to get a noticeable effect on the sparkles there have to be very high values, but of course then the sun seems to be exploding.

If you turn off visible disc on the sun, it will not cause any bloom or starburst

Actually this is completely different. But I have to say that I recently tried to use the sand grain files to create snow sparkles. Didn't look better than before, so I left it like it is.
