So what this new option would need would be a "apply rotation and scale to population instances"  This would plant your trees as you want and change the rotation. Maybe could be added as a factor in editing population. (maybe it would even create a new population with a new name, replacing the first one ) There is already a restore edited, so maybe he can make editing permanent. I think the second "windblown rotation" has to start with all zeros.
